MACHAKOS COUNTY DEVELOPMENTS

 I thought the fate of the impeached Machakos Deputy Governor lied before the Senate.The local county assembly on 23rd Wednesday july 20th voted to impeach Dr Alfred Mutua’s deputy over alleged gross misconduct and abuse of office. The motion of impeachment was brought to the house by Mutituni Ward Representative Joseph Kalunde and was endorsed by 40 Members of the County Assembly (MCAs) while 19 opposed to the move.its almost three weeks sinces the deputy governor was impeached due to misconducts.Machakos  county has being in the limelight for the first one year over issues concerning its leaders

NIGERIAS BOKO HARAM



          I thought this can only happen in Kenya but some shocking news from Nigeria show that almost three weeks after 276 girls were abducted from a school in Chiboki, northeast Nigeria, by the Islamist terrorist organization, Boko Haram, its clear that it remains horrifying as the world calls for the Nigerian government and African nations to join hands and search for those innocent girls. Parents of the abducted girls are blaming the authorities of failure to act,but the Nigerian government claims that the country’s military is pursuiting on the perpetrators. After the release of a video, in which Boko Haram leader Abubar Shekau claimed responsibility for the incident and threatened to sell girls as slaves in the “market”, the reaction from the international community has amplified and protesters and activists across the world are demanding concrete efforts to ensure safe release of the captives. The UN has warned Boko Haram; slavery and sexual slavery are considered “crimes against humanity”, and the group must not act on its ill intentions. That, coupled with Nigeria’s inability to deal with the challenge on its own, has raised the possibility of foreign intervention. The US has offered help, in terms of intelligence, investigations, hostage negotiating, information sharing and victim assistance, which has finally been accepted by the Nigerian government. Many fear that it may already be too late.

This episode cannot be viewed in isolation. Instead, it should be studied in the context of rising Islamist terrorism in different parts of the world. One factor that is common other than the regressive and absolutist ideology at work is the poor state of governance in the concerned areas. Radicalism and militancy have thrived in regions home to largely uneducated and poor masses, owing to the negligence of the state in many cases. Disparity between rich and poor, manipulation at the hands of ‘enlightened’ capitalists and government corruption are recurring themes in conflict-ridden regions and cannot be ignored. Whereas it is pertinent to counter militancy and use force wherever necessary, an approach which takes into account different factors that come together and serve as a petri dish for terrorism is more likely to produce better results.

NEW MACHAKOS COUNTY

COMPREHENSIVE WATER, ROADS AND AGRICULTURE PROGRAM

SPEECH BY H.E. GOVERNOR ALFRED N. MUTUA, EBS,
DURING OFFICIAL LAUNCH OF COMPREHENSIVE WATER,
ROADS AND AGRICULTURE PROGRAM


To ensure water security, we are drilling over 800 boreholes, 820 dams & pans, water raised tanks for treated
 water for all 896 villages. We have already mapped out every village using modern technology and also plan to
 the-silt all the existing dams. By December 31st 2014 this year, we will have clean water tanks in every village.

On road infrastructure, we are tarmacking all major roads starting with the Makutano -ma- Mwala to Kithimani
road then the Mavoko roads to ensure that movement within the county is convenient.

Apart from the free tractors, subsidized fertilizer, free chicks and free seeds that we availed and will continue to
 avail to farmers, we are giving greenhouses to 20 women groups in each of the county's 40 wards to enhance
 food security for the county and country in general.

To fast track these developments, we have purchased 36 heavy machines that include borehole rigs, bulldozers,
 excavators and graders.

THE NEW MARRIAGE LAW


News just developing says that Kenya's President Uhuru Kenyatta has signed into law a controversial marriage bill legalising polygamy braking civil law, when a man was allowed only one wife to line with customs law, where polygamous is a trend........
 The amendment to the bill was surrounded by controversy supported by male MP's,where all men are allowed to take more wives without consulting there first wives as per opposed to traditional

The bill bans all marriages under 18  years and all marriages  including customary unions must be registered.Legalizing polygamy,allowing men to marry without consulting other spouses but also a woman is entitled of up to 50% of property acquired during marriage.it also specifies marriage is between a man and a woman and does not ban custom of an infertile woman marrying a younger woman as per we are used to...........
some proposals were drooped banning bride price payments, recognizing cohabiting and come-we-stay
marriages but this brought a heated debate in parliament last month arguing that a decision to take on another wife would affect the whole family, including the financial position of other spouses.

Christian leaders were too opposed to the bill arguing the president not to sign it into law, claiming it it undermines Christian principles of marriage and family"......................the tone of that bill, if it becomes law, would be demeaning to women since it does not respect the principle of equality of spouses in the institution of marriage.......................," Archbishop Timothy Ndambuki, from the (NCCK),
there have a major talk back in the streets and in board rooms since this has become a law...................................................
most women now be in a capacity to defend there men,there love and family not to fall in the gluttonous trap of there men...............

                       WHO TO BLAME
  Kenya Police and its defense force have yet again been tested by a terror group at a Police Station in Pangani, that left two officers dead on Wednesday evening in Nairobi.

Police chief David Kimaiyo,said they will not be cowed, and will pursue the perpetrators. "............... I assure Kenyans that war against terrorism is still on and  we're not relenting. We can't be cowed by such heinous acts  and I fully declare war..............," he tweeted
The Interior Ministry also indicated that, police officers intercepted a car they suspected of concealing explosives. They then ordered the car occupants to drive the car to Pangani Police Station for questioning and also boarded the same car,not knowing the risk they where involving them selves to.
The car exploded on arrival at the police station in Pangani Killing the two cops instantly and the other two civilian occupants/suspected criminals.

Cabinet Secretary Joseph Ole Lenku went to the scene as the second blast went off as it was a detonated with other explosives that were found in the car by the Police.
it has been a series of several blasts in kenya.The Eastleigh blast that killed 7 people and more than 20 others were injured.there have being several warnings from the Al-Shabab,group but have not yet claimed claimed responsibility for the attack.

This guy Boniface Mwangi the guy rolling in millions in the name of protest .Does he move you? He doesn’t change me and helps one either. This guy should understand that everyone understands that in Kenya has challenges and the point is we are solving them .we can’t be influenced by pig attendants.
This guy on 25 October 2013 he fearless gave his opinion against jubilee government and in particular president Uhuru Kenyatta. mwangi called the jubilee government thieves and even referred to the present Uhuru as the commander in thief. Which was on the Kenyan daily posted. This guy claims to be a human right activist. What are his achievements? Apart from disturbs peace in our country like in Atwols meeting this guy  to go back to photograph what is good at.
Ina exclusive interview which was aired Dubai based TV who had become famous because of taking pig to the parliament when Mp where clamoring for salary increment, he said he is working with foreign nation to fund the initiate . What are the benefits of those who fund him? What are they interest to fund someone who can refer the president as a command in thief.IN in local TV he did tell who funds him. This is just a project which didn’t succeed. When now crying for security and like surrendering as human right activists.
He said he is organizing youths from all the forty county to fulfills his mission of outstating the jubilee government which described has legitimate, full of thieves and murders.

  Machakos Governor, Alfred Mutua states that the government looks in
the wrong direction in addressing economic problems

Machakos Governor Alfred  Mutua said this while inspecting the construction of a road in
his  county.

The Government is looking in the wrong direction in
its attempt to address economic problems, Machakos Governor Alfred Mutua
has said.
Dr Mutua says the problem is not really the bloated wage bill, but
corruption and inflated cost of goods and services sold to the State.
“I was baffled when I joined the Government to learn that a pen that
goes for Sh10 was bought at about Sh100, while a house that needed Sh5
million to build would cost the Government Sh25 million,” he said.
Suppliers, he said, quote exorbitant prices, claiming they are covering
up for the slow payment by Government after goods or services are supplied.
“Why do funds to pay suppliers delay when it is very clear that you only
procure for the goods and services that are budgeted for? The delay is
stage-managed by the procurement officers in Government as a way to
extort money,” he said.
Mutua, a former Government spokesman, said this problem mostly affects
procurement offices in Government departments.
“We should not preach austerity, we need to exercise it ourselves. In
Machakos, we are making sure we get value for money, and that is how I
managed to invest in so many things at the same time,” he said.
The governor said he has saved up to Sh4.3 million by not buying new
cars for Machakos county executive officers.
Thriving cartelS
According to Mutua, it is possible for the national Government to verify
the goods or services provided and pay for them immediately to reduce
corruption and wastage. “In Machakos, we streamlined our auditing and
payment system so we can pay constructors within 24 hours after
finishing work, saving millions of shillings,” he said.
Mutua said the Government procurement process, which lays emphasis on
the lowest bidder, had allowed the cartels to thrive.

SPEECH BY H.E GOV DR. ALFRED N. MUTUA DURING THE LAUNCH OF AMBULANCES AND COMMUNITY HOSPITALS

 In Machakos County there are many children called Nzia, meaning road, because they were born by the side of a road. Others are called Nzyoka, which means "He has returned" because they were born after the death of the one they followed. Giving birth in Kenya and continent, Africa, is a precarious affair. Many children are born at home, on the road or in bushes. Mortality rates are high because mothers are not able to get to a health center on time and especially if an operation is required.

Access to healthcare is a fundamental right that has eluded many of us. One of the principles of devolution is to provide better and accessible healthcare to all Kenyans.
To this end, we have decided to ensure that all citizens and visitors in Machakos have access to emergency care and treatment.

The United Nations’ World Health Organization recommends that there be a community hospital within every 5 kilometers of every person. This is a target that we hope to achieve in the near future.
Getting to hospital for emergency treatment is essential to save lives. That is why while I was campaigning, I promised that our mothers will no longer be ferried on wheelbarrows and donkeys to go and give birth.

Today, I am pleased to fulfill that promise. We are unveiling a Health Care program of Kshs. 1 billion.
In this program, we have purchased 80 ambulances. Seventy are ambulance vans and 10 are motorcycle rapid response ambulances. All the ambulances are fully equipped and ready. Each of the 69 locations in Machakos County will have an ambulance available 24 hours for emergency care. The Motorcycle ambulances will be distributed to towns and congested areas and also in places where the terrain is such that a motorcycle can use a shortcut to get to a patient quickly for life saving first aid as they await the van ambulance to arrive.

The brand new ambulances have cost Kshs. ,...... million which is less than the Kshs. 140 million that was budgeted for in our estimates. Call centers are also ready so that there is speedy response. Each of the ambulances has two trained paramedics who are conversant with the area of operation. Each of the ambulances will have fuel and location trackers and a communication radio for dispatch. In an emergency, anywhere in Machakos County, dial 999 for a police vehicle or ambulance, 24 hours a day.

In the whole of Kenya, we have about 200 ambulances. We have just added 70 to that number. The expenses for their fuel and maintenance has also been budgeted, factored and assured.

Because you cannot have an ambulance taking a patient to a clinic which is not able to cater to the patient's needs, we have started construction of 40 community hospitals by upgrading existing health centers and building new hospitals where there are no existing services. We are spending 500 million Kshs for this venture and each of the community hospitals - one per ward - will have a maternity, ward, mini-theatre, lab and x-ray facilities. These hospitals will be fully constructed by end of June, this year, and fully equipped and functioning by end of August, this year. Equipping them to international standards will cost an additional Kshs. 150 million.

We have also budgeted and set systems for the proper functioning of our health centers. All our hospitals and clinics have adequate medicines and consumables such as gloves and needles.
In Machakos County we have ensured that no patient ever shares a bed with another patient or sleeps on the floor.

To retain and attract medical personnel, we are constructing housing at a cost of Kshs. 150 million, and ensuring there are overtime allowances for medical personnel, as earlier promised.

I give notice to all health care workers and administrators that with this investment, service provision should be excellent. All medical centers should be spotless clean and at all times looking new and organized. A hospital should be the epitome of hygiene. Therefore, if a health center is dirty and toilets are dirty and stinky, then the one in charge of the hospital has to go home immediately for endangering the lives of patients. We are going to conduct an audit within a month and start weeding out people not able to adjust to the international standards we are setting in Machakos for the benefit of our people.

In conclusion, I wish to say that we are able to achieve all our development projects because we planned ahead even before we prepared our budget, so as to capture our manifesto promises. We are also adhering to strict procurement guidelines and transparency. We have set reserve prices so we get goods and services at market prices and even at the case of these new ambulances managed to get them below the market prices.

All the money we have is for the people and not for corrupt elements and we make sure every shilling gives us value. Some people have wondered, does Machakos have more money than other Counties. We are doing this because we are spending all money for the people and not for corrupt networks.

Ladies and Gentlemen,
I wish to inform you all that my Government is fully seized with the failure of the rains and the food security problem. To this end, we have reallocated Kshs. 250 million in our supplementary budget for food relief, especially targeted to school feeding program.

Finally, ladies and gentlemen,
We no longer need to hear of children in Machakos given the names of roads and bushes because after today, their mothers can be quickly taken to hospital. At the most, we should be hearing of children called "Ambyulanzi".
